A demolition project that contains any amount of asbestos-containing materials, regardless of quantity, must comply with Wisconsin Administrative Code NR 447 and federal asbestos NESHAP regulations. Residential structures and apartments with four or fewer units are included if the demolition is part of a Wisconsin Department of Transportation road project, commercial or industrial development, or urban renewal project. However, a single, isolated residential unit with four or fewer units is exempt, unless it is part of a larger project involving multiple structures or nonresidential buildings. Demolitions planned simultaneously or within the same schedule are considered part of a larger project. For a renovation or asbestos abatement project to fall under DNR asbestos regulations, it must involve at least 260 linear feet of pipe insulation, 160 square feet (or 5,580 total square feet) of asphalt roofing removed with a roofing saw, or 35 cubic feet of asbestos-containing material from facility components.
